Meta Adds AI Visual Analysis to Detect Underage Facebook and Instagram Users

Meta is adding AI visual analysis to detect underage Facebook and Instagram users and expanding Teen Account protections.

Meta is adding AI visual analysis to its age-assurance systems on Facebook and Instagram to help identify users who may be under 13, while also expanding technology that places suspected teens into Teen Account protections. The company says the visual analysis feature can scan photos and videos for age clues such as height or bone structure, but it is currently available only in select countries.

Meta says the system is not facial recognition and does not identify the specific person in an image. Instead, it looks for broader visual cues that may help estimate someone’s general age.

The update matters for marketers because Meta is tightening how it classifies younger users across its apps. For youth-facing brands, creators, and community managers, that can affect who can participate, how accounts are protected, and how Meta enforces age-based access.

How Meta’s age assurance system works?

Meta already uses AI to review profile-level signals that may indicate a user is underage. These include clues such as birthday celebrations or school-grade mentions across posts, comments, bios, and captions.

The new visual analysis layer adds photos and videos to that process. Meta says the goal is to catch age signals that text may miss.

If Meta determines an account may belong to someone under 13, it will deactivate the account. The account holder then needs to provide proof of age through Meta’s verification process to prevent deletion.

Meta also says it is simplifying underage account reporting flows and using AI models to support human review teams. The company claims this has delivered higher accuracy and faster resolutions in testing, but it has not published detailed performance data.

Teen Account protections are expanding

This update is not only about removing under-13 users. Meta is also expanding technology that identifies people it suspects are teens, even if they list an adult birthday, and places them into Teen Account protections.

Meta says this technology is expanding on Instagram to 27 EU countries and Brazil. It is also coming to Facebook in the U.S. first, with the UK and EU planned for June. Meta says it aims to expand the technology on Instagram globally during the year.

Teen Accounts include stricter default protections, including private accounts, messaging restrictions, sensitive content limits, limited tags and mentions, time-limit reminders, and sleep mode. Teens under 16 need parental permission to make those settings less strict.

Rollout and availability details

Meta says many of its AI age-assurance improvements are available worldwide, but advanced features such as visual analysis are available only in select countries for now. The company has not published a full country list for visual analysis.

That distinction matters. Marketers should not treat the visual analysis system as a global rollout unless Meta confirms wider availability.

The Teen Account expansion has clearer geography. Instagram expansion covers the EU and Brazil, while Facebook expansion starts in the U.S., followed by the UK and EU in June.

What marketers and community managers should do now?

Youth-facing brands should review how they run communities, creator programs, and campaigns that may attract teen audiences.

Do not encourage users to misstate their age to access content, promotions, groups, or creator features. That creates platform risk and can conflict with Meta’s direction of travel.

Community managers should also expect more age-based friction around young users. Some accounts may be moved into stricter Teen Account settings. Others may face verification if Meta suspects they are under 13.

For performance marketers, this is not a confirmed ad-targeting change. But it does reinforce a broader reality: teen audiences on Meta are becoming more protected, more restricted, and more actively classified by platform systems.

What this does not change?

This update does not mean Meta has confirmed global AI visual analysis across Facebook and Instagram.

It also does not mean Meta is using facial recognition for this system. Meta explicitly says the system does not identify the person in the image.

And it does not create a new confirmed advertising product or targeting rule. The practical impact is mostly on account enforcement, teen protections, youth-facing communities, and platform compliance.

What remains unclear?

Meta has not shared the full list of countries where visual analysis is active. It has not disclosed accuracy rates, false-positive rates, or review timelines for users who are incorrectly flagged.

It also has not explained exactly how the system treats different photo and video contexts across every product surface.

The broader pressure on Meta is clear. The European Commission preliminarily found Meta in breach of the Digital Services Act for failing to prevent under-13 users from accessing Facebook and Instagram, and a New Mexico jury ordered Meta to pay $375 million in civil penalties in a child safety case.

But marketers should avoid reading more into this than Meta has confirmed. The confirmed change is narrower: Meta is adding visual analysis as one age-assurance signal, expanding Teen Account placement technology, and continuing to push for stricter age checks across social platforms.
